Program Team

The Africa HRH Program is carried out by a core team of Bank Health, Nutrition and Population (HNP) staff located at the World Bank Headquaters in Washington DC. The team works closely with task health specialists in the field in Africa, who lead the dialogue with governments, and organize and implement the HRH program in their respective countries. Numerous other staff and specialists are involved in various components and aspects of the program.

Core Program Team (World Bank, DC)

Agnes Soucat, Team Lead: Agnes Soucat holds an MS and MD from the University of Nancy, and an MPH and PHD from John Hopkins University. Prior to joining the Bank, Agnes worked in numerous national and international organizations, including UNICEF Benin, the International Children's Center, the WHO, and the European Union. Agnes joined the Bank in 2000 as lead health, nutrition and education economist for the Africa Region. She has extensive public health experience in Africa and much of her work revolves around strengthening health systems on the continent.

Kate Tulenko, Program Coordination and Donor Relations: Katherine Tulenko holds a BA and MS from Harvard and Mphil from U. of Cambridge, as well as an MD and MPh from John Hopkins University. She joined the Bank's Human Development network in 2002 as a public health specialist. Since then she has been respoinsible for lead numerous HNP related projects and programs in the Africa Region, from HIV/AIDS to Malaria and Child Survivial. Kate is also responsible for cross-sectoral water and helath work in the Bank, including hygiene and the effects of improved water and sanitation services on people living with HIV/AIDs.

Christopher Herbst, Operational and Research Analyst: Christopher Herbst holds a BA and MSc from the London School of Economics and Politics (LSE). His thesis was a quantitative evaluation on the effects of structural adjustments on key population outcomes in Asia (1990-1998). Following stints at the DC Dept. of Health and British parliament, Christopher started working for the Bank in early 2004, and has worked on numerous HNP related projects and programs across the Africa Region since.

Christophe Lemiere, HRH Program Officer (Francophone Africa): Christophe Lemiere holds a Masters from Sciences Po, Paris, a Masters from Ecole Nationale de la Sante Publique, Rennes, a DEA from Universite, Paris, and an MBA from Harvard University. He joined the Bank in 2007 seconded by the French Government. Prior to joining the Bank, Christophe has held various senior hospital management positions in France, and was also involved in various public health projects for the World Bank and the European Union in Francophone Africa.

Country HRH team Representatives (World Bank, Africa)

Rosemary Sunkutu, Health Specialist, Zambia: Rosemary Sunkutu holds a BA and MD from the University of Zambia, and an MPH from the University of Tulane (US). Prior to working at the Bank, Rosemary held various positions at the Ministry of Health in Zambia, including director of public health and research at the central board of health in Zambia. Rosemary joined the Bank as Senior Public Health, Nutrition and Population specialist in 2003. Today she is the Banks local task team leader on HNP in Zambia.

Laura Rose, Health Specialist, Ghana: Laura Rose holds a BA from George Washington University (US), and an MS and PHd from Harvard University (US). Prior to working at the Bank, Laura worked for organizations that included John Snow inc, Harvard School of Public Health, and UNICEF. She joined the Bank in 1994, and today is a senior HNP economist and TTL for Ghana based in Accra.

Gebreselassie Okubaghzi, Health Specialist, Ethiopia: Gebreselassie Okubaghzi holds a BSc from Ethiopia, an MPh from Michigan State University (US), and an MD from Karl Marx University (GE). Prior to joining the Bank, Gebreselassie held positions in academia, as well as in organizations such as WHO, UNICEF, UNDP, and Africare. Gebreselassie joined the Bank in 1995, and since then has led the Banks efforts to improve health outcomes in Ethiopia.

Alex Kamurase, Health Specialist, Rwanda: Alex Kamurase holds a BA from Makere University (Uganda), and an MSc from the University of Birmingham (UK). Prior to joining the Bank, he held key positions at the Ministry of Local Government and Social Affairs, the Ministry of Finance and economic planning (UNDP), and at the Rwanda investment and export promotion agency. He joined the Bank as operations analyst in July 2005, where he works on both health and education related projects.

Bina Valaydon, Health Specialist, Mozambique: Bina Valaydon holds a BSc from King's College, London, an MSc from the LSE, and a Phd from NYU. She joined the Bank in 2002 as a health specialist, an dhas worked on numerous HNP projects and programs related to Mozambique since. Prior to joining the Bank, Bina held various Government and NGo positions in Mauritius, as well as research and academic posts at New York University (NYU).
