NORAD is a directorate under the Norwegian Ministry of Foreign Affairs. Its task is to ensure effective foreign aid, with quality assurance and evaluation. NORAD both finances NGOs, and does its own research and projects. NORAD used to be the official development assistance organization in Norway.

The Bill & Melinda Gates Foundation (B&MGF) is the largest transparently operated charitable foundation in the world, founded by Bill and Melinda Gates in 2000. The primary aims of the foundation are, globally, to enhance healthcare and reduce extreme poverty, and, in the United States, to expand educational opportunities and access to information technology. The foundation, based out of Seattle, Washington in the United States, is co-chaired by Bill and Melinda Gates and Gates' father, William H. Gates, Sr.; its Chief Executive Officer is Patty Stonesifer. As of October 2006, it has an endowment of approximately US$31.9 billion.

French Ministry of Foreign Affairs: The French government is fully funding a French health specialist to work on HRH problems affecting countries in Francophone parts of Africa. France is a leading player in international development assistance and one of the most generous donor of all the leading industrialised countries. Much of its development assistance goes to Africa and, more specifically, to the countries of Sub-Saharan Africa. Amongst many other aspects, French development assistance strives to promote social change and, more especially, universal access to healthcare and education.
